A Review meeting has been conducted by Hon'ble Chief Minister of Tamil Nadu to review the preparedness for North East Monsoon (NEM) on 24.09.2021 at Namakkal Kavignar Maligal, Secretariat, Chennai
In this meeting, all fine departments have been instructed to follow the precautionary measures in advance, action plan during the crisis period and coordination between District Administration and other line departments.
In this regard, precautionary measures to be adopted in advance to meet the situations ansing out of monsoon floods & cyclone and the Disaster Management guidelines to be followed by every individual field officer/staff was already communicated vide the references cited above.
In continuation of the above, the following instructions regarding preparedness of North East Monsoon shall also be followed:
1) In all the indoor/outdoor sub-stations, where there is a chance of rain water entering the sub-station, arrangements shall be made to keep adequate sandbags
2) All existing Diesel Generators and De-watering pumps should be kept in healthy/ running position at all indoor/outdoor sub-stations to bailout the rain water.
3) Ducts/ Trenches in the Sub-Stations should be properly protected to avoid entry of rain water.
Earth mats should be properly maintained, earth rods, fire extinguishers and other safety tools in the Sub-Stations should be made available for ready operational use. All safety materials and tools like gloves etc., should be properly used Halogen lamps should be used in the indoor sub-stations to avoid ingress of
5) moisture in the control room during rainy period. Battery Battery charger should be properly maintained. Battery room
6) should be kept in moisture free and warm condition.
Alternate LT supply to Sub-Stations should be ensured and all the sub station operators should be aware of the same.
(8) DC leakage in the Sub-Stations should be checked and set right.
Oil leak in the Power Transformers should be attended. 10) Oll level in the Power Transformer conservator tank should be checked with physical verification on line with MOG indication and proper oil level should be maintained.
11) Bucholtz relay/ CT/ PRV chambers terminal bax in the Power Transformers should be properly sealed to avoid water entry.
12) Winding Temperature/ Oil Temperature Thermometer glass covers should be kept intact to avoid water seepage.
13) Marshalling Box door in the Power Transformers should be in proper closing position to avoid water entry,
14) Meter and Relay Testing (MRT) team should ensure the healthiness of all relays available in the sub-stations coming under their jurisdiction.
15) When the water level increases abnormally in order to ensure safety for public if the LT pillar boxes and the respective Distribution Transformer are isolated and the same should be informed to Minnagam (94987 94987).
16) All the sub-station operators should be instructed to co-ordinate with Minnagam, AEE/Shift/SCADA Control Center and AEE/Shift/SLDC for the smooth functioning of LT/HT network operation during crisis period. 17) Line materials like poles, conductors and Distribution Transformers should be kept in stock to attend emergencies and breakdowns.
18) Cranes, lorries and JCBS should be made available during disaster period. The contact numbers of the owners of the vehicles should be readily available with all section officers.
19) Power hacksaws, Tree pruners, Earth rods and Manila ropes should be made readily available during disaster period.
20) Action should be taken to provide uninterrupted power supply to all Exchanges/Telecom installations, all hospitals, important government offices, Sewage pumping stations, Over Head Tanks and Drinking water Distribution systems.
21) In addition to the above, the SES/EDC should follow the instructions issued by the District Collectors/Corporation Commissioners and Metrological department. The SES may also contact respective District Collector/ Corporation Commissioner and apprise the position with regard to rectification works attended by TANGEDCO.
22) The damages occur to TANGEDCO infrastructure due to natural calamities should be properly documented with photos (Before and after rectification) to claim allocation of funds through SDRF/NDRF from GoTN and Gol respectively.
23) All the officers/staff should be instructed to follow the COVID norms strictly and they should be insisted to use Face masks and Hand Sanitizers.
Also, the Minutes of North East Monsoon 2021 preparedness meeting conducted by the Chief Secretary to Government on 11.09.2021 is enclosed herewith for necessary action.
